BLACKWATER SOLAR
A Smart Energy Future for Sussex County
WHY SUSSEX COUNTY?
Powering Virginia’s Future with Homegrown Energy
Sussex County is known for its rich history, rural charm, and strong community values. Blackwater Solar recognizes this community is unique, and we set out to honor that legacy while bringing new clean, reliable, and affordable energy.
As energy costs and demand rises, the need for locally sourced energy has grown. Blackwater Solar ensures that Sussex County and Virginia can rely upon a local, American-made energy source. By reducing dependence on foreign energy and creating economic opportunities at home, this project strengthens our region’s future.
Blackwater Solar isn’t just about renewable energy – it’s about securing a strong, independent future for Sussex County.
Blackwater Solar represents a bold step toward energy independence, economic resilience, and environmental responsibility. By harnessing locally made, homegrown energy, Sussex County secures a future that is sustainable, economically strong, and environmentally sound.
With careful planning, community collaboration, and a commitment to responsible development, Blackwater Solar is a model for how clean energy can support both people and the planet. This isn’t just a solar project—it’s a legacy of progress for future generations.
Homegrown Energy
Locally produced, American-made energy for a stronger independent future.
Community Partnership
Building partnerships with the community for responsible energy development.
Local Energy Production
Delivering clean, reliable energy to power homes and businesses in Virginia.
OUR PROJECT
Thoughtfully Planned, Naturally Buffered
To ensure minimal impact on the community, Blackwater Solar will be built in phases, with each phase passing rigorous inspections before the next begins. At the end of the project’s lifespan, the land will be fully restored to its original condition.
Less than 5% of the project site is agricultural land.
PhasedDevelopment
Carefully planned phased construction to reduce community impact.
Panel Reused
Non-toxic, fully recyclable solar panels ensure a sustainable lifecycle.
Land Restored
A $30+ million bond guarantees full land restoration after decommissioning.
Blackwater Solar is more than just a clean energy project—it’s a commitment to environmental stewardship. More than 500 acres will be dedicated to pollinator-friendly habitats, ensuring that native species thrive alongside the solar infrastructure. Additionally, 40 miles of wildlife corridors will be preserved to maintain natural migration patterns and protect local ecosystems.
The project also incorporates strict erosion and sediment control measures, exceeding state and federal environmental standards. Careful site selection ensures that wetlands and protected habitats remain untouched.
Protecting the Environment + Wildlife
Environmental Commitment
Setting a new standard for clean energy with a commitment to environmental stewardship.
Pollinator Friendly
Over 500 acres dedicated to pollinator habitats, supporting bees and native plants.
Wildlife Corridors
40 miles of wildlife corridors protect migration paths and natural ecosystems.
COMMUNITY PARTNERSHIP
Listening to the Community + Address Concerns
Blackwater Solar was designed with direct input from Sussex County residents, and we continue to listen and work with the local community today. Community engagement has led to key changes:
Removed battery storage to address local feedback.
Reduced project size to limit environmental and aesthetic impacts.
Enhanced protections for local water and soil quality.
“Clēnera has shown their commitment to working with and listening to our community. The project has made key updates based on local feedback to ensure that Blackwater Solar is not only a great economic opportunity, but that it is the right project for Sussex County.”
Susan Seward Former Chairwoman, Sussex County Board of Supervisors
Strengthening Sussex County’s Economy
Investing in Blackwater Solar will provide immediate financial relief for Sussex County, which can help support essential services like schools, law enforcement, and volunteer fire without raising property taxes.
Beyond tax revenue, Blackwater Solar will bring hundreds of new jobs during construction and ongoing economic opportunities for local businesses. Contractors, equipment suppliers, restaurants, gas stations, and service providers will all benefit from the increased economic activity generated by the project.
County Revenue
Generating $4.9 million in new revenue for the County in year 1, with over $170 million in benefits during the project’s lifetime.
Construction Jobs
Creating hundreds of construction jobs and new local employment opportunities.
Supporting Local Businesses
Estimated $2 million spent at local businesses during construction.
WHY SOLAR?
Solar is cost-effective because the cost of the fuel source (the sun) is free. As the price of solar panels has gone down, the cost of solar electricity has significantly decreased. In fact, solar energy is currently the lowest cost way to produce electricity.
